MINNEAPOLIS (AP) — The cities of Minneapolis and St. Paul will participate in a Department of Justice pilot program designed to engage at-risk communities and stop extremists from recruiting Americans to join terror organizations overseas, U.S. Attorney Andy Luger said Tuesday.
